HP Promotee School Lecturer Association

HPPSLA is a representative body of promotee school lecturers in Himachal Pradesh which came into existence on 8th June 1999 to act as a watchdog of the interests of its cadre.

Due to the all out efforts of HPPSLA the Promotion list of 450 Headmasters was released by the Govt. on 27th June 2008.HPPSLA is Thankful to the Hon'ble Chief Minister Prof Prem Kumar Dhumal nad Hon'ble Education Minister ID Dhiman for the promotion of 522 Principals and 450 Headmasters for which teachers were waiting for the past two and a half years.It shows their concern to improve quality of education by filling vacant posts at the earliest. Subject: - Anomaly of work distribution, In addition, suggestion to execute elementary at secondary level.

Respected Madam,

In pursuance to your order no EDN-H (8) B (1)2/2006-Board-1 dated 3rd April 2007 pertaining to work distribution amongst lecturers, for virtual implementation of elementary education at secondary level. Notification direct Principals to revise Timetable, creates a chaos to execute it, main variance of this order, and are as follows which needs immediate appraisal for smooth functioning.
1. Reduction of allotted period
New notification has reduced 20 periods from 24/week, since inception of +2 system allotted periods are 20 and its reduction will definitely affect the completion of syllabus in stipulated period and eventually injustice with career classes i.e. +1 &+2
2. Disproportionate distribution
In the same cadre right of equal work equal pay violates due to uneven distribution as lecturers of English and Math are allotted 36 periods and rest of lecturers 20 only. Apart from these lecturers of Sociology, Public administration, Psychology, Vocational and commerce stands undefined.
3. Different time table in different school
There is no specific order or provision to teach Sanskrit, geography, science, commerce where these post do not exist in this way discrimination in time table, or more than 850 schools need immediate creation of these posts along with science and commerce lack of specific lecturers for specific subjects create anomalies.
4 Surplus TGT involve mass transfer
Existing 14000 TGT involve mass transfer owing to their shifting in primary section TGT of 1000 senior secondary school needs immediate placement to primary section i.e. approximate 5000 TGT stands surplus. Post of TGT is already filled in existing middle and high schools.
5 NCC abolished from primary/ secondary section
NCC existing structure stand abolished because below 13 years there is no provision of troops and in sen. Secondary school no one is trained as NCC officer maximum NCC officer are from TGT.
6 Administrative Problems
R&P rules stands unaffected who will act as administrative and DDO of TGT C&V and JBT new notification is undefined over the control of these categories some of subjects like drawing Urdu, no specific lecturers at secondary level for these optional subjects.

Proposal to execute elementary at secondary level

Since in prevailing conditions, the execution of above-mentioned orders seems to be vague and far from the factual facts. To transform the existing system needs a vision, planning which is lacking at the end of Directorates level. It can be changed in phased manner and taking into the consideration of all related aspects of teachers, students, and academic and administrative. In view of the fact, we feel our moral responsibility to apprise you with the following suggestion for the virtually implementation in phased manner
1. Existing allotment should be intact
The existing allotment of 24 period’s /week@1hours for Lecturers should not reduced keeping in view volatility of career classes and uniform distribution in cadre.
2 Placement of TGT on secondment basis
For 9th & 10th classes place TGT on secondment basis on the precedent of Stand alone high school until required number of Lecturers are recruited at secondary level in phased manner. On placement of TGT at sec. level will have 28 periods/week and their placement will avoid mass repatriation from sen. Secondary, Same process may be applicable for C& V category as per their requirement.
3 Modification of R&P Rules:
Modify R&P rule according to requirement of new composition to sort out the administrative and DDO powers to control TGT, C&V, and JBT for smooth implementation of elementary at primary level

Minutes of State Executive meeting
A meeting of the State executive of the Himachal Pradesh Promotee School Lecturer Association held on 17.2.08, (Sunday) 11 am at Govt. Boys Sen. Sec. School; Sundernagar, District Mandi under Chairmanship of Sh R.M Lath State President and passed following resolutions unanimously for further submission to Govt and department
1. Association extend warm welcome and greeting to Prof. Prem Kumar Dhumal to become Chief Minister of Himachal Pradesh for the second time and expressed faith that under his dynamic leadership state will scale new heights in every field.
2. Express gratitude to Hon’ble Chief Minister Prof. Prem Kumar Dhumal for inducting Sh. I.D. Dhiman as education minister to honour sentiments of the teaching community and promotee school lecturers in particular. EC congratulate Sh. I.D. Dhiman on becoming Education Minister of the state second time.
3. Welcomed the appointment of Dr. O.P. Sharma as Director of Higher education, Sh. C. Palrasu as Director of elementary education and Sh. P.C. Dhiman as Principal Secretary of Education to the Govt. of HP.
4. Welcome the decisions taken by the Government with the objective of improving quality education in the state and demanded that teachers should not be engaged in non-teaching assignments as per recent decision of the Supreme Court.
5. The promotion list of Principals/Headmasters and lecturers should be released immediately so that teaching work may start professionally from the next academic session.
6. The seniority list of lecturers should be rectified. Pending decision of Hon’ble tribunal should be executed to recasting of the seniority list as per two point roaster, to facilitate promotion quota for the post of Principal from the lecturer cadre among Promotee and Direct lecturers in the ratio of 1:1 with the provision of one time option for Headmaster cadre.
7. The proposed R&P rules of elementary Headmasters should be withdrawn and a post of Headmaster should be created in every Sen. Sec. School in view of decreasing number of high schools as a result of their up gradation to sen. secondary. 236 posts of Headmasters upgraded from the posts of TGT in the Senior Secondary Schools and shifted by the previous government should be restored at once.
8. The appointment norms applicable in DIETS since 1995 should be amended and minimum 5 years teaching experience in elementary education should be made mandatory for placement in DIETS. The qualification of M.Ed./B.Ed should be made an essential pre-requisite for appointment of Principals in DIETS.
9. The promotion quota of Headmaster cadre for the post of Principal which was changed to 50:50 (Headmasters: Lecturers) vide Notification No. EDN-A-Ka (1)1/2006 dated 10th August 2007 should be restored to 60:40 to safeguard the diminishing promotion avenues of approx.16000 TGTs.
10. Seniority and Pensionary benefit to Promotee school lecturers should be given w.e.f. Ist June 1985 in view of the Adhoc service rendered by them without break when they were TGTs (regularized w.e.f. Ist April 1994). The benefit of tenure service should be allowed on the analogy of Adhoc teachers.
11. The vacant posts of schools lecturers should be filled-up through promotion on priority basis under the 50 per cent quota of promotion for the post of lecturers
12. The status of school cadre lecturers should be clarified.
13. The balance sheet of teacher’s day fund should be circulated to each school every year to maintain transparency.
14. The leave of the kind due should be allowed at the time of transfer to teachers on the analogy of other state employees instead of sanctioning EOL. The discriminatory condition of relieving within 3 days on transfer should be withdrawn.
15. The appointment of PTA lecturers made by previous govt in violation of recruitment rules should be set aside and needed fresh recruitment on basis of promotion and direct recruitment. Transfers and promotions should be allowed against such appointments in case they are holding post being stop gap arrangement.
16. Practical allowance @ Rs.500/- for science lecturers and 2/3 increments to M.Phil/Ph.D. degree holders must be awarded.
17. Two posts of commerce lecturers should be created. in every Senior Sec. School having commerce group.
18. TA/MR/Contingency budget should be allocated to schools in order to clear the backlog of pending bills for the last two years..
19. Country wide LTC facility should be restored.
20. The copies of all departmental orders pertaining to lecturers/TGTs should be endorsed to President and General Secretary of HPPSLA for perusal and documentation.
21. More posts of School Lecturers should be created in SCERT Solan, since presently there are only 6 posts of school lecturers in SCERT which do not cater to the need and expectations of our school system. There should be a post of lecturer in every subject taught at the school level.
22. Strengthening of SCERT: Like in other states of India, SCERT Solan should be made an autonomous body and may be allowed to work under the guidelines from NCERT and state Government. Moreover DIETs in all the states come under SCERTs, which is not the case in HP.
23. Orientation programmes for lecturers in all subjects should be organized every year to brush-up and enrich their knowledge.
24 The computer fee paid by the students from class 9th to 12th @ Rs.130/- should be reduced by 50% on the analogy of Punjab so that the poor students may have access to computer education in rural areas. Post of IT teachers be created in each school having IT and a policy should be framed for their recruitment against such posts..
25. The education code revised in June 2001 should be reviewed to meet out present requirements like The SLC fees and fine need to be modified.
26. The admission dates of +1 and +2 classes should not be extended time and again. Extension should be allowed in specific cases only.
27. To improve quality of education in government schools the inspection cadre should be strengthened and made effective by filling up all vacant posts.
28. Ex-servicemen should be given seniority from the date of joining the department.
29. The control of classes from 1-12 should be entrusted with the nearby Principal of Senior Sec. School. Emphasis should be laid on quality rather than quantity in education policies. Provision of necessary infrastructure in existing schools should be the top priority.
30. The retirement age of teachers should be raised to 60 years.
31. EC expressed concern over the timing and the way in which balance-sheet for the term 2005-07 was put before the house during the state election on 13.10.2007. Eyebrows were raised over the Phone expenditure Rs.20,000/-, Photostat Rs.10319/- and Printing and stationary Rs.11020/-.
32. EC decided to serve a notice to ex-finance secretary Sh.Laxman Thakur for illegally keeping membership amount of over a lac of rupees with him and disbursing TA( to Jiwan Sharma Rs.2300/-, RS Narang Rs.5000/-,Laxman Thakur Rs.2780/-, Amar Nath Dhiman Rs.2500/-,Prakash Rao Rs.1000/-, Naresh Sahore Rs.880/- Total TA disbursed Rs.14430/- out of which Rs.7130 were given to Bilaspur only) without valid authority..
33. It was decided that a committee will be formed to amend the constitution of the association and bring out its English version.
In the beginning of the meeting the District Mandi unit of HPPSLA honoured the State President, Sr.Vice Presidents, and Distt. Presidents & General Secretaries by presenting memento and caps and the entire expenditure incurred on the said ceremony were borne by the organizers.
The meeting ended with a vote of thanks to the chair.

1. The seniority list of school cadre lecturers should be recasted after rectification of anomalies. Two point roster should be followed and all promotions on the basis of the current faulty seniority list be stopped till its rectification.
2. The Promotion quota for the post of Principal from the lecturer cadre should be equally divided among Promotee and Direct lecturers in the ratio of 1:1 with rider and the provision of one time option for Headmaster cadre.
3. 236 posts of Headmasters upgraded from the posts of TGT in the Senior Secondary Schools and shifted by the previous government should be restored initially and thereafter a post of Headmaster should be created in every Sen.Sec.School in view of the diminishing number of High Schools.

10. The leave of the kind due should be allowed at the time of transfer to teachers on the analogy of other state employees instead of EOL.
11. The appointment of PTA lecturers made in contravention of R&P rules should be set aside and fresh interview at the directorate level should be conducted to discourage backdoor entries. Joining on transfer and Promotion should be allowed in place of such appointments.
12. Practical allowance @ Rs.500/- should be given to science lecturers and 2/3 increments to M.Phil/Ph.D. degree holders be awarded.
13. Two posts of commerce lecturers should be given. in every Senior Sec.School
14. Provision of TA/MR/Contingency budget to schools should be given so that the pending backlog of such bills could be cleared.
15. Countrywide LTC facility should be restored.
16. The copies of all important departmental orders pertaining to lecturers should be circulated to President and General Secretary of the association for information and record.

22. The admission dates of +1 and +2 should not be extended time and again. Extension should be allowed to genuine cases only.. The teaching work of these classes must start early.
23. To improve quality of education in government schools the inspection system should be revived and made more effective. The filling-up of vacant posts of inspection cadre should be a routine exercise.
24. Ex-servicemen should be given seniority from the date of their joining the department.
25. The control of classes from 1-12 should be given the nearby Principal of Senior Sec. School.
26. The retirement age of teachers should be raised to 62.
27. There should be one attendance register of all categories of teachers in Senior Sec. Schools for better command and control.
28. Clear-cut instructions regarding fine fund, tuition fee and admission in XI & XII classes should be issued to bring uniformity and clarity.(i.e .How much is fine Per day? SC?ST boys are exempted from TF? Students from Private Schools should get their certificate countersigned by the concerned Dy.DHE at the time of provisional admission in Government Schools.etc.)
29. Principals at the time of their placement on promotion as Dy.Director should be awarded incremental benefit on the analogy of promotion of CMOs from BMOs (both were earlier in the same scale).. It should be considered a Promotion rather placement. Due to the same scale of Principals and Dy.Directors, Later have more responsibilities but little respect in the eyes of the former.
30. The website of the Driectorate of education should be updated regularly and frequently asked information viz seniority,confirmation,ACP cases,PGT panel for promotion etc should be made available on it.
31. Award of notional seniority to Sh.Balram Mahajan Lect.in Bio GSSS: Dhulara,Distt.Chamba.
And Pradeep Kumar Lect.Eco.GSSS:Saloh(Una),their cases were submitted on 3.3.08 in the Directorate.

Today District body elections of HPPSLA for three Districts viz Chamba,Kangra and Shimla were held and in all the three districts respective presidents and general secreatries were elected unanimously. In Chamba convener Gajender has reported that Raj kumar and Prixit have been elected to the post of President and general secretary for 2009-11,in Kangra convener Sanjiv Thakur has informed that Vijay Parmar and Guleria have been elected unanimously as president and general secretary and in Shimla state observer Mohan Singh Kanwar has conveyed that previous President and general secretary sanjiv sharma and OP Sharma hvae been retained for 2009-11.RM LATH STATE PRESIDENT HPPSLA

Congratulation on ur successful completion of state election for 2009-11 at sundernagar.But it is not good for association that looser candidate could not stay for the result.election does mean that there are two groups , it only reflects the opinion of the house.i think loosers must support the winners and also they should assure to winners for their support to achieve the goals. it will make the healthy relations with each other.

It is a matter of pride that HPPSLA has its own website. it is the best mean to express every indivisual his/her views and get the information regarding the association's efforts in favour of alround development of students and community as well as teacher category. My kind submission is that the infomations such as minutes of the meetings with the Govt, seniority lists of TGTs,lecturers, Headmasters and principals, promotion lists of the above said catagories, circulars and notifications made by Government, catagory wise share of posts for promotion and most important is the list of promottee lecturers along with their place of posting and contact numbers to strengthen the assocition must be on this site up to date. Thanks for the apporunity given to me to express my views by this mean.I will express my views time to time in near future.

1. revision of grade pay of lecturers.
2. Revocation of ratio of promotion to 60:40 again.
3. The new change in R & P rules denying promotion of Dy.Director to those Principals with one year of service left their credit be scrapped.
4. Rectification of Snty list of lects as per two point roster.

Hi Guys I am back on my blog after some gap due to network problem and other impediments.Mr Rakesh Sharma I am to tell you and other enthusiasts that they cann't upload material on the website of HPPSLA because ours is a static website which can only be updated after certain period and that also by expert.In case of dynamic website using latest technilogies it is possibe but in that case association have to shell more money,which in my opinion would be not be worth extra spending as then without the knowledge of the leadership holding the reins matter will be poured into the already limited space hired by the association.Some rivals may infect our site with virus and paralyse it by malicious act of sabotage posing serious threat to whole idea of launching website.Silicon planet is a budding team of web designers based at Una.They were advised not to divulge any information wrt to our site to anybody other than state President.

HPPSLA have always stood by its anticopying stand in HPBOSE exams since its inception.But often it has been ignored in board duties, as many of its members believe.If Board honestly intends to curb copying instead of mere cosmetic posturing then a pool of hardcore teachers against this menace needs to be carved out for duties well in advance.Otherwise those in favor will continue to ride on to the shoulders of those who are against this practice...sometimes such teachers manage to flying squads, by virtue of their links in Board, that when they visit exam centres students cann't stop laughing at them.Many Heads make UMC cases in other schools but turn blind eye to their own, so pathetic, and when results are declared they smile at those who didnn't indulge in cheap tactics.Truth have to emerge victorious ultimately,let us wait.RM LATH Una

I am aware that our web is not working the way as it should.When it was launched on 25th October 2009 at Sundernagar(Mandi, on the eve of state elections of HPPSLA,it was perfectly functional.On talking to its designers it has came to notice that some possibly some snag say virus may have paralysed it as our opponents may have dreamt.Anyhow now due to exams I am little bit busy as and when we shall have some breather proactive action will certainly be taken to rectify the problem.Since such an effort has been undertaken first time by any association such problems may be imminent.let us hope for the best...RM LATH Una HP

The promotion list of Headmasters, released on 23rd April 2010 is welcome and credit goes to all those who strive hard and made possible its release.The govt deserves kudos for this as without their favour it may have not seen light of the day.Promotees should be grateful to Hon'ble CM,EM,Secretary education,Director of Higher education all dealing hands behind the scene for this list and many more to come.One should not forget that there was a time when for 12 continuous years no TGT got promotion from 1973 to 1985 inspite of provision in the R & P rules otherwise most of our seniors would hav retire as principals.The present time is also crucial for promotees because new R&P rules are framed which may harm interests of out category.We need to keep strict vigil on the latest happenings in the department and cultivate a rapport with the dealings to have some information beforehand.Expecting promotion lists of TGT to lect and from HMs to Principals.Be united,cohesiveness will prove to be coercive.I congratulate all the newly promoted HMs.Ram Murti Lath,Chief Patron,HPPSLA

Hi fellow HPPSLA activists,How are you?...these days you might be reading about formation of School management committees under RTE act in vogue wef 1.4.2010.The letter received from SPD cum Director of EE shimla says such committees are to formed at primary and middle levels.Verbally it is being conveyed that parents of students upto +2 should be included but no written instuction are available till date.Consequently some SSS schools have formed said committees by calling parents upto 8th some upto 12th ie there is confusion.The associations concerned are not raising voices,they may be doing so in their regional pages,persuading govt to take decision.Punjab and Haryana are following something different than us.Some how after aturbulent period of implementation of EE the study atmosphere had improved and the recent results n merit lists stand testimony to the fact.I am afraid any wrong doing may spoil the congenial atmosphere.Higher directorate should step in and issue proper directions to GSSS in this regard and formation of these committees may be defferred till all the results are not over and adsmission process stops.Everybody concerned should leave no stone unturned for betterment of Govt schools.RM LATH

I have returned from Kailash Mansarovar Yatra.I visited Tibbet occupied by China and stayed there for 12 days.The said yatra is of 26 days excluding 2-3 days of medical checkup at Delhi.We were 48 yatris and one LO,(42 males amd 7 females,youngest was 27 and oldest 70.Majority say 95 percent yatra is on foot.Yatris have to pass throgh ardous terrain with shortage of oxygen.ITBP provides all sort of help to yatris.I can say that without their help it is vitually impossible.How one feels after darshan of Kailash and holy Mansarovar is someting beyond words to describe it can be felt only.one becomes speechless on first glimpse these holy places.This yatra is termed as one of the hardest among all yatras of Hindu shrines within and outside India.It is a life time opportunity for an individuals.Yatris are selected through a draw of lots at Ministry of external affairs Delhi.Total 16 batches of maximum 60 each are selected and those found medically fit at delhi and Gunji are allowed to undertake the journey...I pray Lord SHIVA to bestow his divine protection to all HPPSLA members, past.Om Namah Shivay...Ram Murti Lath

The official website of the HPPSLA has been blocked wef 27th Aug.2010 because the domain name was not renewed.What a pity? the trivial task which could have been accompalished without much effort.The hard work behind the preparation of this site is known to me and Naresh saini.Hours of sitting with the experts resulted in seeing the face of our website.Loads of material was scanned before uploading.It is not a much costly affair to get the domain name renewed.????
